Standing Committee of Presidents of Distance and Open Learning Institutions, ICDE-International Council for Open and Distance Education

 

Join President of the University of North Carolina and of ICDE Molly Broad and other keynote speakers, chief executive officers of open and distance learning institutions from around the world, in São Paulo for the annual meeting of SCOP, 13-15 August 2000. Hosted by the Brazilian Association for Distance Education-ABED, the University of São Paulo and the Fundação Cásper Líbero, the conference will provide a unique forum for one full day and two half days of intensive dialogue on global questions concerning open and distance learning. This will be a closed meeting, with participation granted to eligible principals of qualifying institutions with prior approval by the Executive Office of ICDE in Oslo, Norway [www.icde.org].

Millions of adults and young people are acquiring knowledge today through one form or another of Distance Learning in countries both large and small around the world. The internal structure of the institutions offering such learning, and their external relationships present some of the most fascinating challenges to educational policy makers as we enter the 21st century. The intertwined dynamics of globalization and accelerated technological development have made traditional planning and policy approaches increasingly problematic. New ways of thinking about innovative strategies to harness their benefits and control their negative effects are imperative.

The SCOP 2000 Conference will provide the opportunity to participate in a free-ranging dialogue between chief executives of Distance Learning institutions on such vital policy questions as developing interaction between public and private universities, how institutions can prepare themselves to compete sucessfully with corporate universities, and what to look for in partnerships with other institutions.

The key issues involved in developing an understanding of the experience and resources and needs of competitive educational institutions will be addressed and explored through a mix of plenary lectures, presentations of papers and associated discussions, and roundtables, organized by reknowned practitioners in the field.

INFORMATION ABOUT

SÃO PAULO:

Founded by Jesuit missionaries in 1554, São Paulo could be said to be the New York of Latin America.

Its population is made up of 11 million individuals in the heart of the city, and 18 million in the general metropolitan area, comprising persons of all creeds, races and ethnic groups. Situated 700 meters (2,310 feet) above sea level and only 70 km (42.6 miles) inland, São Paulo has in its great variety of fine restaurantes a suitable substitute for the beaches of the costal cities.

From a lavish beef barbecue to the most exquisite oriental dish, a world class cuisine stands out as a chief characteristic of the city. Last year more than 10 million visitors took advantage of the city's 10,000 restaurants, 40 museums, 200 art galleries, 70 theatres, and 120 movie houses. Only a five-minute walk from the Conference site, there is the MASP-Museum of Art of São Paulo, one of the most important in South America, including works of Rafael, Rembrandt, Van Gough, and the Brazilian artists Portinari and Di Cavalcanti.

The electric current in the city of São Paulo is 110 volts, 60 cycles; other cities in Brazil vary in their use of 220 and 110 volts.

São Paulo is a somewhat conservative city, and most professionals wear business attire on most weekday occasions. Dark suits and cocktail dresses are suggested for formal events. On weekends, informal dress is suggested: comfortable walking shoes, slacks and leisure wear.
Located inland, in the Southeast region of Brazil, 23o south of the Equator, São Paulo has a temperate climate. During the "winter" season of June, July and August, heavy jackets and sweaters will keep the visitor comfortable. But because of unexpected variations in temperature of as much as 10o Celcius (50o Farenheit) in one day, the visitor would be advised to carry clothing for summer and for cool, rainy weather, too.
The city is only 35 minutes from Rio de Janeiro by regular air shuttle every half hour; and 4 hours distant from Manaus, in the Amazon, 2 hours from Salvador, Bahia, 1 and a half hours from Brasília and Iguassu Falls, and 50 minutes from Belo Horizonte.

The Brazilian currency is the Real (R$), whose value in relation to other currencies is variable. It is most important to verify as early as possible as to the exemption you might have from the obligation of obtaining a Tourist's Visa to enter Brazil. On the other hand, entering foreigners and Brazilian nationals can benefit from the existence of on-arrival tax-free shopping at the major international airports in all large cities.
